What are the Euro 6 Emission Standards?
Euro 6 Emission Standards require all car manufacturers to legally produce vehicles that generate CO2 emissions under 98g/km. It concentrates on harmful particulate emissions that contribute towards smog generation, poor air quality, and toxic chemical production.
How Euro 6 Emission Standard changes affect PCO Drivers
Firstly, licensing requirements will mean changes for PCO drivers. These changes only apply to vehicles being licensed as Private Hire Vehicles (PHV) in the London area. From Sunday 1st January 2023, all PHVs licensed for the first time must be zero emission capable (ZEC). They must also satisfy all Euro 6 criteria. Vehicles already licensed by Transport for London must be no older than 10 years at the time of re-licensing.
Furthermore, a vehicle must:
- As a minimum, vehicles that utilize an internal combustion engine must meet the Euro 6 emissions standards. For example, hybrid vehicles.
- Emit no more than 75g/km CO2 exhaust emissions. Also, be capable of being operated with zero emissions for a minimum range of 20 miles.
- Emit no more than 50g/km CO2. Also, be capable of being operated with zero exhaust emissions for a minimum range of 10 miles.

How do I know if my car meets Euro 6 Emission Standards?
As a PCO driver in the London area, it is important to know that all vehicles already licensed by TfL must be no older than 10 years at the time of re-licensing. Additionally, if you are looking to purchase a PHV in the London area, which has not been licensed before, it must meet the updated ZEC criteria. Other important key considerations include:
- Does the logbook state the vehicle is Euro 6 Emission standard compliant?
- Do you have a fully electric vehicle or a hydrogen fuel cell vehicle?
- Make sure the vehicle’s CO2 emission standard is not over 75g/km.
- What is the vehicle’s zero-emission range?
PCO Driver Update to PHV Licensing Inspection
If your logbook doesn’t confirm it, make sure to obtain a manufacturer’s Certificate of Conformity (CoC) that will prove the Euro 6 Emission Standard compliance and ZEC of your vehicle. Present your CoC during licensing inspection as it is a PCO driver’s duty to ensure vehicles meet these conditions. If you do not satisfy the Licensing Authority’s requirements, they reserve the right to refuse vehicle inspection, placing your earning potential as a PCO driver in jeopardy.
